I notice that VPS users here have an option to get extra IP addresses. Why would they need more than one IP address? Does it have something to do with SEO and link building?

I've used a second IP personally with a different domain name when I was testing changes to my site. I don't like to risk that a change might have negative rather than positive effects.

Extra IP's are needed for:
SSL Certificates
DNS servers
Multiple services on the same port
etc
